UK-London: DfE Offsite Schools Framework (OJEU), Document Ref: GB003ZM299753

Document Type: Contract Notice, Published By: Department for Education

Deadline Date: 05 August 2019

Notice Abstract

The aim of the Framework is to drive greater efficiency, innovation and cost savings within DfE capital building programmes, improving our ability to successfully procure and deliver new buildings within budget and at pace. This aim is aligned with: • The DfE vision of ‘a system that delivers the resources to provide excellent education and skills’. • The DfE core principle of ‘improving and simplifying systems and services, releasing benefits for the education and skills sector, for service users and ourselves. • The DfE objective to ‘deliver capital programmes and funding effectively, managing risk and ensuring value for money’. That is to deliver value for money through continuously reviewing opportunities for efficiencies in procurement, programme delivery and by working with interested parties across the sectors. Using MMC as a means to drive greater efficiency and cost savings at scale is an active response to the Farmer Review of the UK Construction Labour Model, which calls for a transition away from on-site labour and highlights a trade reliance on migrant labour in specific regions. This new Framework builds upon the work already undertaken in Component Primary and Secondary Frameworks and is designed to enable the industry to develop and innovate Offsite techniques as the industry moves towards DfMA (Design for Manufacture and Assembly) in the future. Core to this is the ongoing development of design standardisation (supported by GEN5). The Framework is being established to cultivate innovation and modernise the industry by increasing the adoption of MMC in the market supporting no.7 of the Charter commitments under the Infrastructure and Projects Authority (IPA) Cost Review that calls on the government to “create the environment for industry to invest in new technologies and skills improvement to deliver greater outcome-based efficiencies”.

Published By: Department for Education on behalf of itself and contracting authorities identif, Deadline Date: 05 August 2019

Notice Abstract

The Department for Education (DfE) wishes to procure a new offsite construction framework for the design and build of offsite schools and educational establishments to support its educational infrastructure delivery programmes and other initiatives. The DfE offsite framework is being established to cultivate innovation and modernise the industry by increasing the adoption of MMC (modern methods of construction) offsite production in the market, in line with the government’s commitment to MMC and its presumption in favour of offsite construction by 2019 across suitable capital programmes, where it represents best value for money.

Description

LLWR have a rolling schedule of asset care, refurbishment, and replacement tasks to deliver and potentially a number of minor projects predominantly in mechanical and electrical engineering. To fulfil these requirements, a Multi Disciplined Infrastructure Engineering Services Framework Agreement is required.  The engineering work disciplines needed are likely to vary each year according to the nature of the work required at that time. As such the funding allocation for work is also likely to differ each financial year. The business is therefore looking for a solution that is sufficiently flexible in capability and capacity to adapt to these scope and funding variations through the term of the contract.  Sourcing a new Multi Disciplined Infrastructure Engineering Services Framework Agreement enables LLWR to ensure the ongoing viability of the site. Broadly the works requirements include but are not limited to:-

• Input into scope definition and specification of each work package for mechanical and electrical engineering requirements;

• Development of detailed designs to underpin the physical scopes of work;

• Mechanical and electrical works • Delivering minor electrical, mechanical and miscellaneous other engineering

   projects.

• Associated civils works
